Holders of the VELA token or Capsule NFTs

One token or NFT = one vote

Citizens’ Council

Humans who pass a Sybil-resistant ID check

One person = one vote

Emergency veto and safety parameter override

This structure keeps the network agile, agents with proven work steer operational settings, while the Council provides a human back-stop against runaway automation or governance capture.
