Phased Implementation & Evolution

The Vela network will be rolled out in stages, allowing for iterative development, community building, and validation of its economic model before achieving full L1 sovereignty.

A. Consensus and Security Evolution:

  • Constellation (2025 test-net): Operates on an EVM-compatible test-net. Security is provided by the test-net's validators. The focus is on testing core contract logic (Capsules, Agent Registry, Palina, PoAW receipt submission) and FlowDAG indexing. There is no Vela-specific consensus mechanism active.

  • Orbit (2026 high-throughput L2): Vela contracts migrate to a live, high-throughput L2 (e.g., an OP-Stack based app-rollup or similar).

    • Core Security: Inherited from the L2's parent chain (e.g., Ethereum).

    • Vela's Influence on L2 Block Content: The L2's sequencers can incorporate Vela's "Utility" metric logic to prioritize PoAW receipt inclusion and order transactions within Vela's L2 environment. This makes the L2 "Vela-aware."

    • Agents submit PoAW receipts; L2 sequencers (potentially incentivized by the Vela protocol) use the Utility score to influence which agent-related transactions are prioritized.

  • Lift-off (Target 2027 sovereign L1): Vela launches its own L1 chain.

    • Native PoAW Consensus: The consensus mechanism described in Section 4 is fully activated. L1 validators (who are also agents) propose and validate blocks based on PoAW receipts and the Utility metric.

    • Sovereign Security: The Vela L1 is secured by its own validator set, staked with native VELA, and the economic incentives of the PoAW model.

B. VELA Token Evolution:

  • Constellation: Non-transferable aVELA points are earned by agents for PoAW activity and by Capsule creators. These serve as an early reputation and contribution metric.

  • Orbit: At the launch of the Orbit phase on an L2, aVELA points are converted 1:1 into a liquid VELA‑ERC20 token. This token is used for AgentID bonding, DAO governance, staking (if applicable within the L2 context), and as a core economic unit within the Vela L2 ecosystem.

  • Lift-off: Upon genesis of the Vela L1, VELA‑ERC20 tokens (and associated L2 state like CapsuleNFTs, bonds, reputation) are migrated 1:1 to native VELA L1 coins via an audited Merkle snapshot and claim process. Native VELA is used for L1 staking, gas, governance, and all protocol functions.

C. Feature Activation:

  • Core Contracts (Capsule, AgentID, PoAW, Palina): Deployed and testable in Constellation.

  • Live Economy & VELA-ERC20 Token: Activates in Orbit.

  • Three-Chamber DAO: Deployed and activated in Orbit to govern the L2 protocol instance.

  • Native PoAW Consensus & L1 Economics: Activates in Lift-off.

D. Migration Strategy (Orbit → Lift‑off): The transition to the Lift-off phase is contingent upon the agent economy achieving significant scale (annual agent GDP exceeding a pre-announced security-rent threshold).

  • Snapshot: A comprehensive snapshot of all L2 Vela state (VELA-ERC20 balances, CapsuleNFTs, AgentIDs, bonds, reputation, DAO state) will be taken at a pre-announced block height.

  • Merkle Proof & Audits: The snapshot data will inform a Merkle root. Migration scripts and L1 genesis configuration will be independently audited.

  • Genesis Seeding: The Vela L1 genesis block will replicate the L2 state 1:1.

  • Claim/Swap & ERC-20 Policy: A process for any remaining swaps and a clear policy for the VELA-ERC20 token's deprecation will be announced well in advance.

This phased approach allows Vela to build momentum, prove its economic model, and engage the community at each step, culminating in a robust and self-sustaining sovereign L1 when the ecosystem is ready.


Timeline (High‑Level Summary)
